Changes to Bulk Billing Incentives for General Practices

General practices across Australia can now register for the Bulk Billing Practice Incentive Program (BBPIP).

The BBPIP commenced on 1 November 2025, alongside expanded eligibility for Medicare Benefits Schedule (MBS) bulk billing incentives, which now apply to all Medicare-eligible patients.

A fact sheet, frequently asked questions (FAQs), and a financial modelling calculator on eligible MBS services and the impact of these investments are available on the Department of Health and Aged Care website.

In addition, from 1 November, a new initiative, the Bulk Billing Practice Incentive Program (BBPIP) which offers practices an additional 12.5% incentive payment on eligible MBS services. Unlike BBI, BBPIP requires practices to bulk billing all eligible services for all patients to qualify for the incentive payment.
